The Good, the Bad, the Weird: The COVID-19 Riskscapes produced by the Italian Mafia

Abstract

When exposed to the same virus, people differently recognize it according to diverse geographical scales such as the global, the state, and the body. The concept of riskscape is effective for revealing material, discursive, and behavioral aspects of the risk. In this article, through the lens of riskscapes, we attempt to explore the production of COVID-19 riskscapes in Italy. More specifically, we are interested in the spatial relationship between organized crime and COVID-19 riskscape. By the foreign press, Italian mafia is seen as several riskscapes (what we call ‘the Good’, ‘the Bad’, and ‘the Weird’ inspired by a movie titled ‘The Good, the Bad, the Weird’ directed by Kim Jee-Woon). To comprehend these mutually contradictory production of riskscapes, it needs historical and geographical approaches to uneven development in Italy and the birth of Italian Mafia. Consequently, we suggest that 1) seeing risk as multiple forms, 2) escaping methodological nationalism, 3) excavating socio-spatial embeddedness of social forces must be considered for future riskscape studies.

동일한 바이러스도 지리적 스케일(국가, 신체 등)에 따라서 인간에게 상이한 인식과 실천을 발생시킨다. 위험경관 개념은 특정 위험을 구성하는 물질적 측면과 위험에 내포된 물질성에 대한 개인과 집단의 인식, 해석과 관련된 담론적 측면 그리고 위험인식을 바탕으로 전개되는 실천과 행위를 분석하는데 효과적이다. 본 연구는 위험경관 개념을 차용하여 이탈리아에서 형성된 코로나 위험경관들을 살펴본다. 보다 구체적으로는 조직범죄와 코로나 위험경관 간의 관계를 주목한다. 해외언론을 통하여 코로나 사태에서 이탈리아 마피아는 좋은 놈, 나쁜 놈, 이상한 놈으로 재현되고 있다. 이처럼 하나의 행위자를 두고서 상호모순적인 위험경관들이 형성되는 것을 이해하기 위해서는 근대 이탈리아의 불균등 발전과 이로부터 탄생한 조직범죄에 대한 역사적, 공간적 이해가 필요하다. 결론적으로 필자들은 앞으로의 위험경관 연구는 1) 단일한 위험보다는 복수의 위험들의 상관관계를 주목하고, 2) 방법론적 국가주의로부터 벗어나며(즉, 국가 스케일로부터 지역 혹은 글로벌 스케일로의 시각 확장), 3) 비공간적으로 간주된 특정 사회세력(가령, 범죄조직)에 대한 사회공간적 이해의 필요성을 제언한다.
