Restaurants’ Survival in the Era of COVID-19 – A Case Study of Seoul

Abstract

Restaurants are easily influenced by the change in economic environments because of relatively high ratio of small businesses and abundant substitutes. At the end of 2019, COVID-19 has spread worldwide even before confirming its identity as a new infectious disease. Governments introduced non-pharmaceutical interventions in order to stop rapid spread of COVID-19 because existing pharmaceutical interventions have not been found effective yet. Thereby movements and meetings of people began to be restricted, which has negatively impacted on the hospitality industry including restaurant businesses. This study aims to explore the associations between the diffusion of COVID-19 and the survival of restaurants in Seoul. In general, rapid change in survival patterns of restaurants was not found even after the introduction of the new disease. However, it was found statistically significant that restaurants closed in 2020 had fewer operating days than those closed in 2019. Further the increase in closure was noted in November 2020, which coincides with the rapid diffusion period of COVID-19 in Seoul. Spatial patterns showed differences between opening and closure of restaurants rather than between before and after the pandemic. Our findings indicate that the diffusion of infectious disease is associated with the death of restaurants but not with the birth of them nor spatial patterns of survival activities. This study used data up to November 2020 when the most confirmed cases were reported and survival activities do not promptly reflect the change of business environments so our study may not be able to access the impacts of the new disease. But this study has academic and policy implications in that it can provide timely evidences based on empirical data and lead subsequent research.

음식점은 소규모 업체가 많고 대체재가 풍부한 업종으로 경제환경 변화에 민감하게 반응하는 경향을 가진다. 2019년 말 COVID-19은 그 정체를 확인하기도 전에 전 세계로 확산되었다. 약물을 이용해 COVID-19의 확산을 막을 수 없었기 때문에 비약물적 개입 전략을 사용한 각국 정부는 사람들의 이동과 만남을 제재하였고, 이는 음식점이 포함된 접객산업에 큰 영향을 주었다. 본 연구는 서울시를 사례로 COVID-19의 확산과 음식점 개폐점의 패턴 변화를 실증적으로 살펴보고자 한다. 연구기간동안 감염병 확산이라는 외부 환경 변화에도 불구하고, 음식점의 생존의 측면에서 살펴보면 전반적으로 급격한 변화는 나타나지 않았다. 하지만 2020년 폐점 음식점의 영업 기간은 이전 해에 비해 통계적으로 짧게 나타났으며 11월 감염병의 확산기에 들어서면서 폐점이 증가하는 시간적 패턴을 보였다. 개폐점의 공간적 패턴을 차이를 보기 위해 지리가중회귀분석을 이용하였다. 2019년과 2020년의 분석결과에서 큰 차이점이 나타나지 않았으며, 개점과 폐점 사이에 일부 차이를 발견할 수 있었다. 따라서 감염병의 확산은 개점보다는 폐점과 상관관계를 보이고 있으며, 이의 공간적 패턴에 대한 영향은 유의미한 관련성을 찾을 수 없다고 볼 수 있다. 이 연구는 사례 지역에서 COVID-19이 가장 크게 유행을 시작하던 2020년 11월까지의 자료를 사용한 초기 단계의 연구라는 한계를 지닐 수밖에 없다. 음식점의 생존은 매출과 같이 영업 환경 변화를 즉각적으로 반영하지 못하기 때문에 감염병 확산의 영향을 즉각 반영하지 못 한다. 하지만 본 연구는 시의적절한 실증자료를 제공하고 후속 연구를 이끌 수 있다는 점에서 학문적, 정책적 의의를 가진다.
