Abstract

This paper combines heteronormativity and spatiotemporal discourses to explore the ways in which public rental housing provided by the South Korean government has been utilized for the reproductive project of promoting marriage and fertility. In recent years, public rental housing policies in South Korea have shifted toward targeting bodies more prone to marriage and childbearing, such as young adults and newlyweds. By analyzing the transformation process of public rental housing targets, this paper examines the operation of heteronormative norms as a mechanism for governing life, such as how young adults are hierarchized as relatively abnormal and immature than newlyweds based on their distance from the heteronormative life cycle of family formation and childbirth, and are provided with differential spaces accordingly. Furthermore, by analyzing the words happiness and hope attached to public rental housing, this paper confirms that heteronormative happiness schemes of home, childbirth, and future happiness are implemented through the space of home. In so doing, we aim to show that the private space of home is actively mobilized as a policy instrument as a public good and that the boundary between private and public is arbitrary. Finally, by analyzing the Housing Welfare Roadmap policy, the paper reveals that the government has adopted the public rental housing policy as a spatial strategy of heterosexual spatiotemporal normativity to increase the fertility rate. This paper shows that the taken for granted notion of family formation is a sexuality project based on heterosexual normativity and describes the process by which spatial and temporal norms constrain the body through the concept of ‘heterosexual spatiotemporal normativity’.

본 논문은 이성애규범성과 시공간 논의를 결합하여 한국 정부가 제공하는 집인 공공임대주택이 결혼과 출생률 제고라는 생명통치 프로젝트에 활용되어 온 양상을 탐색한다. 최근 한국의 공공임대주택 정책은 청년과 신혼부부와 같이 결혼과 출산이 용이한 몸을 공적 수혜 대상으로 삼는 방향으로 전환되었다. 본 논문은 공공임대주택 대상의 변천 과정을 분석함으로써 이들 대상 중에서도 가족의 형성과 출산이라는 이성애규범적 생애주기와의 거리를 기준으로 청년은 신혼부부보다 상대적으로 비정상적이고 미성숙한 존재로 위계 지어졌으며 이에 따른 차등적인 공간을 제공받게 되는 등 생명통치 기제로서 이성애규범의 작동을 고찰했다. 또한 공공임대주택에 부착된 행복, 희망이라는 단어들을 분석함으로써 집-출산-미래적 행복이라는 이성애규범적 행복도식이 집이라는 공간을 통해 구현됨을 확인하였다. 이를 통해 사적 공간인 집이 공적 재화인 정책수단으로서 적극적으로 동원되며 사적, 공적 경계가 임의적임을 드러내고자 하였다. 마지막으로 주거복지로드맵 정책을 분석하여 정부가 공공임대주택 정책을 출산율 상승을 위한 이성애 시공간적 규범성의 공간전략으로 채택했음을 드러냈다. 본 논문은 우리에게 익숙한 가족의 형성이 이성애규범성이라는 섹슈얼리티 프로젝트임을 드러내면서 이에 따른 시공간의 규범이 몸을 제약하는 과정을 ‘이성애 시공간적 규범성’이라는 명명을 통해 기술하였다.
