Bordering and Biopolitics in the Context of Pandemic through Mobility: The Case of the Outbreak of COVID-19 on the Diamond Princess Cruise Ship

Abstract

The COVID-19 outbreak on the Diamond Princess cruise ship in 2020 has not only medical and pathological implications, but also calls for consideration of social relations and the politics of mobility, which include the composition of objects and technologies for prevention of infectious diseases and the experiences and affects produced by these relationships. The purpose of this study is to examine the case of the COVID-19 outbreak on the Diamond Princess cruise ship from the perspective of mobility and biopolitics, identifying the politics of mobility and immobility in the maritime domain. The results of this study can be summarized as follows. First, the motives, flows, and rhythms of mobility can help understand the processes by which identities, relationships, and socio-spatialities at the micro and local levels are transformed, which indicates the political implications of their interactions. Second, land-sea relations can be integrated into continuous rhythms of movements through ships’ mobility, ports of call, and mobility transfers. This shows that they can be disconnected and reconnected according to political and economic intentions, relying on variable processes of bordering. Third, disciplinary mechanisms and security apparatuses of biopolitics operating in the micro-space of ships create different crisis situations than those on land, due to differences in infectious disease management and circulation of information.

2020년 1월 발생한 크루즈 선박 다이아몬드 프린세스호에서의 COVID-19 집단감염은 의학적･병리학적 시사점뿐만 아니라 사회적 관계와 이동의 정치, 감염병 관리를 위한 사물･기술 등의 배치와 구성, 그리고 이들의 관계에서 배태되는 경험과 정서적 감응에 대한 고려의 필요성을 제기하였다. 본 연구에서는 해양에서 전개되는 모빌리티･부동성의 정치를 파악하고자 다이아몬드 프린세스호 COVID-19 집단감염 사례를 모빌리티와 생명정치의 관점에서 해석하였다. 분석 결과, 첫째, 모빌리티의 동기, 흐름, 리듬에 대한 검토가 행위 주체의 정체성, 관계성, 그리고 미시적･지역적 차원에서의 사회공간성이 변화되는 과정을 이해하고 그 상호작용에 내포된 정치적 의미를 파악할 수 있게 한다는 점을 확인하였다. 둘째, 해양과 육지의 관계가 선박 모빌리티, 기항지, 모빌리티 환승을 통해 지속적인 이동의 흐름･리듬으로 통합될 수 있으며, 정치적･경제적 의도에 따라 분리되고 재연결되는 등 가변적인 경계화 과정에 의존하고 있음을 파악하였다. 셋째, 선박이라는 미시 공간에서 작동하는 생명정치의 규율 메커니즘과 안전장치가 육지에서와는 다른 위기 상황을 만들어냈으며, 이는 감염병 관리와 정보 순환의 차이에 기인하였음을 밝혔다.
