Local Turn of Peace: Focused on the Peace City in South Korea

평화의 지역적 전환 - 국내 평화도시 논의를 중심으로 -

Abstract

This study points out that the peace discourse has been developed as a state-led and examines the concept of ‘peace city’ as a new scale of peace discourse. The discussion of the domestic peace city began in 2018 as the 7th civil election, which is due to efforts to encourage the independence and autonomy of local governments and to link the central government’s interest in reconciliation mode and peace issues on the Korean peninsula with the city branding strategy. The projects of peace city in Incheon, Gyeonggi and Gangwon area are not much different from the existing inter-Korean cooperation projects, and it was found that peace was borrowed as a tool to resolve the underdevelopment of the region and to change the local identity.

본 연구는 그동안의 평화 담론이 국가 중심으로 전개되어 왔음을 지적하고, 새로운 평화 스케일로서 ‘평화도시’에 대한 논의를 검토하고자 한다. 국내 평화도시 논의가 본격화된 것은 2018년 민선 7기로서, 지방정부의 독립성, 자율성 등이 장려되고 판문점 선언을 계기로 화해모드 조성 및 한반도 평화 이슈에 대한 중앙 정부의 관심을 도시 브랜딩 전략과 연계시키려는 노력에서 비롯된다. 인천, 경기, 강원 지역에서 추진되고 있는 평화도시 사업들은 기존의 남북협력 사업과 큰 차이를 보이고 있지 않으며, 지역의 저발전 해소와 지역 정체성 전환을 위한 도구로서 평화를 차용하였다는 것을 알 수 있었다.
