Borders beyond National Borders: Where are They and What are They Made of?

국경 너머의 보더 - 오늘날 보더는 어디에 있고 무엇으로 이루어졌는가? -

Abstract

This study argues for the reconceptualization of borders in South Korea. The term ‘border’ has commonly been translated as ‘국경’ (or ‘경계’), with many empirical studies that primarily focus on national borderlines(or zones), such as the Military Demarcation Line. By reviewing recent research on borders and migration and analyzing changes in South Korean borders, this study asserts that the current concept of borders, as represented by the term ‘국경,’ struggles to fully capture the changes in contemporary borders. Borders should be understood as extending beyond the state’s outermost edges, encompassing both internal and external locations of the territory. They should also be viewed as complex compositions, involving institutions, documents, materials, human beings, non-human entities, and various practices, in addition to physical fences, walls, and guard posts. Thus, this study proposes that using the term ‘border’ without translation could provide a broader concept, allowing for a better grasp of the spatial expansion and increasing complexity of contemporary borders.

본 연구는 한국의 보더에 대한 이해를 확장할 필요가 있다고 주장한다. 그동안 ‘보더’는 ‘국경’ (또는 ‘경계’)으로 번역되곤 했으며, 보더에 대한 여러 경험적 연구들도 휴전선 등의 국경(지역)에 집중해왔다. 본 연구는 보더에 대한 최근의 연구를 검토하고 한국의 사례를 분석함으로써 국경이라는 개념이 오늘날 보더의 변화를 충분히 포착하기 어렵다고 주장한다. 보더는 국가의 가장 외곽선에서 국토를 둘러싸는 선일 뿐 아니라 영토의 안팎으로 확장되는 것까지 포함하는 것으로 이해되어야 하며, 그 구성의 측면에서도 이는 철조망, 벽, 초소 뿐 아니라 제도, 문서, 물질, 인간과 비인간, 실천 등이 모두 얽힌 것으로 이해될 필요가 있다. 따라서 본 연구는 국경보다 더 넓은 개념으로서 별도로 보더라는 용어를 사용하는 것이 이러한 변화를 포착하는 한 방법이 될 수 있다고 제안한다.
