A Study on Spatial Distribution of Advanced Manufacturing and Regional Allocation of Private Investment Effects in Specialized Complex

Abstract

In this study, a multidimensional empirical analysis was conducted focusing on the current government’s advanced manufacturing promotion strategy, which is aimed at developing balanced growth hubs and reducing regional disparities. By doing so, this research sought to empirically verify several important assumptions underlying the government’s advanced manufacturing promotion strategy and to present policy implications. First, the research examined the assumption that the growth potential of advanced manufacturing would be distributed nationwide. Then, it was found that certain industries of advanced manufacturing, such as secondary batteries, future vehicles, biotechnology, and robotics, exhibited a spreading pattern of spatial distribution across multiple regions. Second, the assumption that the potential for fostering advanced manufacturing would be higher in traditional industrial areas with a robust manufacturing base was examined. The results of the analysis varied by industry type and showed a complex pattern. Third, it analyzed how private investment effects following the government’s designation of specialized complexes for advanced manufacturing are allocated at a basic local government level. As a result, it was shown that in some regions production inducement effects stemming from private investment spread out to non-specialized areas within the region, while in most non-metropolitan areas, those effects were concentrated in the specialized areas within the region.

본 연구에서는 효율적 균형 거점 개발과 지역 간 격차 해소를 위해 현 정부가 역점을 두고 있는 첨단전략산업 육성 전략에 집중하여 다차원적인 실증 분석을 수행하였다. 이를 통해 정부의 첨단전략산업 육성 전략 기획 및 추진을 지탱하는 몇 가지 중요 가정을 실증적으로 검증하고 정책적 함의를 제시하고자 하였다. 먼저 첨단전략산업군의 성장 잠재력이 전국적으로 분포할 것이라는 가정을 검증한 결과 이차전지, 미래차, 바이오, 로봇 등 일부 첨단전략산업군의 경우 다지역에 확산된 형태의 공간분포 패턴이 관찰되었다. 두 번째, 첨단전략산업 활성화 가능성이 제조업 기반이 견고한 전통 산업지역에서 높을 것이라는 가정을 검증한 결과는 산업별로 다소 차이를 보이며 복합적인 양상이 확인되었다. 셋째, 정부의 첨단전략산업 특화단지 지정에 따른 민간투자의 생산유발효과가 역내 기초지자체 수준에서 배분되는 양상을 분석하였다. 분석 결과 일부 권역은 생산유발효과가 역내 비특화지역으로 확산되는 형태를 보였고, 반면 비수도권 대부분의 권역에서는 역내 특화지역에 생산유발효과가 집중되는 것으로 나타났다.
