The Variety and Complementarity of Migration Data in South Korea: A Comparison of Resident Register and Register-Based Census Data

Abstract

The primary objective of this study is to explore the relative strengths, weaknesses, and complementarities of two migration data sources in South Korea: the resident register migration data and the register-based census migration data. To achieve this, we first conducted a conceptual discussion on the classification categories of migration data, organizing these categories into the collection, temporal, spatial, and attribute frameworks. We analyzed the characteristics of three different migration data sets in South Korea (traditional census, resident register, and register-based census) using these classification categories. For a detailed comparative analysis, we focused on the resident register data and the register-based census data, examining total migration volume and rate, demographic structure of migrants, inter-regional migration flows, and net migration by region. Our analysis aimed to assess the extent to which register-based census data can complement or serve as an alternative to resident register data for population projections. The study found that both data sources have unique strengths and weaknesses in capturing population mobility and can be complementary. Notably, register-based census data provides significant value as a supplementary source for population projections, particularly in addressing the underestimation of youth migration in resident register data.

본 논문의 주된 연구목적은 우리나라의 주민등록 인구이동 데이터와 등록센서스 인구이동 데이터를 비교하여 상대적인 장단점과 상호보완성을 탐색하는 것이다. 이를 위해 우선적으로 인구이동 데이터 분류 범주에 대한 개념적 논의를 진행하였고, 분류 범주를 크게 수집 프레임워크, 시간 프레임워크, 공간 프레임워크, 속성 프레임워크에 의거해 정리하였다. 우리나라의 세 가지의 서로 다른 인구이동 데이터(전통센서스, 주민등록, 등록센서스)의 특성을 이러한 분류 범주에 의거해 비교하였다. 이들 중 주민등록 데이터와 등록센서스 데이터를 선정하여, 총이동량 및 총이동률, 이동자의 인구구조, 시도간 전출입 플로, 지역별 순이동의 측면에서 면밀한 비교 분석을 실시하였다. 이를 통해 인구추계에 있어서 등록센서스 데이터가 주민등록 데이터를 위한 보완적 혹은 대체적 원천으로서 어느 정도의 가능성이 있는지를 검토하고자 했다. 두 데이터 원천은 인구이동 포착성이라는 측면에서 상대적인 강점과 약점을 동시에 가지고 있으며 상호보완적인 관계에 있는 것으로 드러났다. 특히, 등록센서스 데이터는 주민등록 데이터가 가지고 있는 젊은 층의 이동성에 대한 과소추정 문제를 해결하는데 상당한 도움을 줄 수 있다는 측면에서, 인구추계를 위한 보완적 데이터로서의 가능성이 충분히 큰 것으로 판단되었다.
