Developmentalist Mobilization of Nature: A Historical Geographical Study on the Production of Jirisan National Park

Abstract

By examining the process of designating Mt. Jirisan as South Korea's first national park, this study reveals the spatial strategy of producing “state-nature” through which the state redefined nature in modern language and incorporated it into the discourse of national development. To this end, this study focuses on Mt. Jirisan as a space where the Park Chung-hee regime's governance strategies to subjugate nature as a national resource unfolded. For the Park regime, whose legitimacy was based on the goals of national modernization and economic development, the “red mountain,” devastated by wars, illegal logging, and slash-and-burn agriculture, was an object of “civilizing process” to be transformed into the "green mountain" through rational planning by experts. Subjected to state governance and development due to continuous deforestation, Mt. Jirisan was framed as a national resource in a series of South Korean development plans, from the publication of the “Report on the Survey for the Development of Chiri-Mountain Area” in 1963 to its designation as a national park in 1967. Within these development plans, experts such as Kim Heon-gyu linked local people with national and international actors, including the International Union for Conservation of Nature (IUCN), establishing the logic that the introduction of national parks in South Korea was an alternative for nature conservation through differential land use. Thus, the South Korean government ostensibly claimed that the designation of national parks was for the “protection” of nature. However, contrary to the direction of IUCN's environmental diplomacy, the Ministry of Construction, rather than the Ministry of Culture and Education, was determined to be in charge of national parks, and Mt. Jirisan was selected over other sites such as Mt. Seoraksan, Mt. Hallasan, and Hongdo Island. Mt. Jirisan was also discussed as part of the First Comprehensive National Physical Development Plan.

본 연구는 한국의 첫 번째 국립공원인 지리산국립공원의 지정과정에서 나타난 ‘국가-자연’ 생산의 공간전략, 즉 국가가 자연을 근대적 언어로 재정립하고 국토 개발 담론을 통해 포섭해나간 과정을 밝힌다. 이를 위해 지리산은 자연을 국가자원으로 포섭하기 위한 박정희 정권의 통치술이 펼쳐진 공간이었음에 주목한다. ‘조국 근대화’와 경제발전을 국가적 목표로 내세운 박정희 정권에게 전쟁과 도벌 및 남획, 화전 등에 의해 벌거벗은 ‘붉은산’은 전문가에 의해 계획되어 ‘푸른산’으로 계몽되어야 할 ‘문명화’의 대상이었다. 지속적인 산림 도벌로 인해 합리적 ‘통치’와 ‘개발’의 대상이 된 지리산은 1963년 『지리산지역개발에관한종합보고서』의 발간에서 1967년 국립공원 지정에 이르는 일련의 과정을 거쳐 국가의 자원으로 틀지워졌다. 이 개발계획 안에서 김헌규와 같은 전문가는 지역민, 국가, 그리고 국제자연보전연맹(IUCN)와 같은 국제적 네트워크를 연결하면서 국립공원 제도가 토지의 차등적 이용을 통해 자연을 보호할 수 있는 대안이라는 논리를 제시했다. 한편 박정희 정권기 들어 국립공원은 IUCN의 생태외교를 통한 외화 획득의 기회이자 반공 이데올로기를 정당화할 근대 국가의 발전 표상으로 자리매김되었다. 정부는 표면적으로는 국립공원의 지정이 자연 보호를 위한 제도임을 내세웠으나, 실제로는 IUCN의 생태외교의 방향과는 다르게 국립공원 관할 부서 및 후보지를 문교부의 설악산, 한라산, 홍도가 아닌 건설부 산하의 지리산로 결정했고 나아가 제1차 국토종합개발계획의 일부로서 국립공원 제도를 검토하기도 했다.
