The Korean Military Food Supply System as a “Security-Economy Nexus” in Korean Border 접경지역 안보-경제 연계로서의 군납 식재료 납품체계

Abstract

Due to the government's policy that emphasizes North Korea's military provocations, tension, and security since the Korean War, the perception of the border area has been centered on security, and geographical imagination has been limited. This abstract perception of the border area frequently appears in academic research and media reports, and as a result, the specific appearance of the border area has not been well revealed. Based on this awareness of the problem, this study analyzes the construction and dismantling of the military-paid food supply system in the border region, which appears around the border region of Gangwon-do, through the security-economy nexus. In the border area, the military payment system began after the Korean War and was formed through formal legalization. In the region where the development of industries other than agriculture was difficult due to security-related regulations, the military payment system has become an important economic foundation and a significant factor in the daily life of the people. The interests and strategies of various actors across the border area are revealed in the formation and recent dismantling process of this military payment system. Through the composition and dismantling of the security-economy nexus system called the military payment system, the social composition process of the special space called the border area can be understood in detail.

한국전쟁 이후 지속되어 온 북한의 군사적 도발과 긴장상태, 안보를 강조하는 정부의 정책으로 인해 접경지역에 대한 인식은 안보를 중심으로 이루어졌고, 지리적 상상력은 제한되었다. 안보를 중심으로 하는 이러한 접경지역에 대한 추상적 인식은 학술연구나 언론보도에서 빈번하게 나타나며, 이로 인해 접경지역의 구체적인 모습은 잘 드러나지 못했다. 본 연구는 이러한 문제의식에서 기초하여 강원도 접경지역을 중심으로 나타나는 접경지역 군납 식재료 납품체계의 구성과 해체 과정을 안보-경제 연계를 통해 분석한다. 접경지역에서 군납 체계는 한국전쟁 이후 시작되어 공식적인 법제화의 과정을 거쳐 형성되었다. 안보와 관련된 규제로 인해 농업을 제외한 산업의 발전이 어려웠던 접경지역에서 군납 체계는 중요한 경제적 기반이 되어왔고 지역의 일상을 구성하는 중요한 요소가 되었다. 이러한 군납 체계의 형성과 최근의 해체 과정에서는 접경지역을 넘나드는 다양한 행위자들의 이해관계와 전략이 드러난다. 군납 체계라는 안보-경제 연계 시스템의 구성과 해체를 통해 접경지역이라는 특수한 공간의 사회적 구성과정을 구체적으로 이해할 수 있다.
