A Study on Changes in Global Value Chain Governance and Value Distribution: Focusing on Comparative Analysis by Industry between Developed and Developing Countries 글로벌 가치사슬 거버넌스와 가치 분배의 변화에 관한 연구 - 선진국과 개발도상국의 산업별 비교 분석을 중심으로 -

Abstract

In the global economic system, developed countries have led governance to determine and adjust the distribution of values by organizing a global value chain. Whereas developing countries have participated in this system and the added value produced has been distributed disproportionately. However, it has begun to confirmed that governance of the global value chain gradually changed from a hierarchical form to a non-hierarchical through case studies. This study started from quantitatively confirming these changes. A comparative analysis was conducted on the textile and apparel industries, the computer and electronic industries, the motor vehicles industries. Also, it was analyzed whether the imbalance in value distribution between developed and developing countries was alleviated accordingly. As a result, a decrease in hierarchy was confirmed in all industries to be analyzed, even there are still differences according to the characteristics of the industry. With these changes, it was confirmed that the imbalance in value-added distribution between developed and developing countries was alleviated, which appeared to be slightly different depending on the characteristics and hierarchy of each industry.

글로벌 경제체제에서 선진국은 글로벌 가치사슬을 조직하여 가치의 분배를 결정하고 조정하는 힘인 거버넌스를 주도해왔으며 개발도상국은 이에 참여하는 형태로 구성되어 생산된 부가가치는 불균형한 형태로 분배되어왔다. 그러나 점차 글로벌 가치사슬의 거버넌스가 위계적인 형태에서 비 위계적인 형태로 변화되는 것이 사례연구를 통해 확인되기 시작하였고 이에 본연구는 이러한 변화를 계량적으로 확인하는 것에서 출발하였다. 섬유·의류 산업, 컴퓨터·전자산업, 자동차산업을 대상으로 비교·분석하였으며, 그에 따른 선진국과 개발도상국 간의 가치 분배 불균형이 완화되는지도 함께 분석하였다. 그 결과 산업의 특성에 따른 차이는 존재하지만, 분석대상 산업 모두에서 위계성의 감소를 확인할 수 있었다. 이러한 변화와 같이 선진국과 개발도상국간의 부가가치 분배의 불균형도 완화됨을 확인하였으며, 이는 산업별 특성 및 위계성의 정도에 따라 조금씩 다른 양상으로 나타났다.
