Appropriating the Naturalized Geopolitics in Post-colonial South Korea: The Early Korean Geographers’ Texts Visited

Abstract

This study aims to analyze the formation of the Korean geopolitical narrative through the text of the early Korean geographers who seek to explain the ‘location of Korea’. The ‘location of Korea’ is a sort of geographical knowledge that has been naturalized in contemporary Korean society. However, the literature on ‘geographical knowledge’ points out that it is transmitted, applied, and transformed by specific elites at specific places. In this sense, the formation of geographical knowledge about the ‘location of Korea’ is a vignette of modern Korean geography that can be understood under the influence of naturalized geopolitics. Introduced from the modern West through Imperial Japan to colonial Joseon, the naturalized geopolitics affected the reconstruction of the geopolitical narrative of a newly independent Korea in the historical process of transmitting from colonial geopolitics to Cold War geopolitics. But the texts produced by the early Korean geographers indicate that they appropriate the naturalized geopolitics in the context of post-colonial Korea. In sum, they described the Korean Peninsula as a very location bringing about the invasions of the historically great powers around it, but also emphasized the capacity of Korea (or the Korean) to well-utilize its geopolitical location while evading the overdetermination of the environment. Such an intellectual practice was to Koreanize the naturalized geopolitics. Ironically, it implies the westernizing of Korean geopolitics, which means that the newly independent Korea with the colonial experience paradoxically pursues the ‘geopolitics of a weak state’ longing for being a great power.

본 연구는 현대 지리학의 여명기, 지정학 서사의 형성 과정을 ‘한국의 위치’를 설명하려는 초기 지리학자들의 텍스트를 통해 분석한다. ‘한국의 위치’에 대한 이해는 한국 사회에서 당연하게 여겨지는 지리적 지식에 속한다. 그러나 지리적 지식에 관한 기존 논의는 그것이 특정 장소에서 특정 엘리트에 의해 이동, 적용, 변형됨을 강조한다. 이런 의미에서, 한국의 위치에 대한 지리적 지식의 형성 과정은 환경결정론적 지정학의 영향 속에서 이해될 수 있는 초기 현대 지리학의 한 장면이다. 환경결정론적 지정학은 근대 유럽에서 형성 및 발전되고 일제강점기 동안 식민지 조선에 도입되어 식민 지정학에서 냉전 지정학으로 이행하는 과정에서 새롭게 독립한 한국의 지정학 서사를 재구성하는 데 큰 영향을 미쳤기 때문이다. 그러나 초기 지리학자들의 텍스트는 환경결정론적 지정학을 전적으로 적용하지 않고 식민 상태에서 갓 벗어난 한국의 시대적 맥락에 따라 전유하였음을 보여준다. 분석 결과는 초기지리학자들이 그들 텍스트에서 한반도는 역사적으로 주변 강대국의 침략을 야기시켜왔던 지리적 위치라고 설명하면서도, 환경의 과잉결정성을 회피하면서 그 위치를 적절하게 활용하는 한국(혹은 한국인)의 역량을 강조하였음을 드러낸다. 이러한 지적 실천은 잠정적으로 식민적 지식이었던 환경결정론적 지정학을 포스트식민 한국의 맥락에 맞게 ‘한국화’하는 과정이었다. 그러나 동시에 이 과정은 포스트식민 한국 지정학의 ‘서양화’를 암시하는데, 식민 지배로부터 독립을 쟁취한 한국이 역설적으로 강대국이 되기를 갈망하는 ‘약소국의 지정학’을 지향해왔음을 의미한다.
