Gentrification Patterns in Fishing Villages by Marine Leisure Tourism and Residents’ Attitude: Case of a Surfing Destination in Yangyang

Abstract

This study aims to examine tourism gentrification patterns in fishing villages with distinct conditions from urban context. The research focused on Ingu and Jukdo Beach in Yangyang-gun, Gangwonstate, and conducted statistical data analysis, landscape analysis, and in-depth interviews with local residents. The findings reveal that the beach area has experienced an increase in tourists and commercial facilities invested by people from out of town, a rise in land prices, and a deterioration in residents' living conditions, confirming the major features of tourism gentrification. On the other hand, distinctive features that set it apart from the typical tourism gentrification occurring in cities were also identified. First, the uniformity of the landscape, often considered a problem in urban gentrification, was not significantly compromised due to the surfing culture. Secondly, a substantial gap was identified between the cultures of tourists and residents, with residents experiencing not only discomfort but also cultural shock. However, the characteristics of surfing tourism, which is primarily focused on recreational sports activities rather than fishing village tourism, and the seasonality of marine tourism have spatially and temporally limited the direct negative impact of tourists on residents. Thirdly, the displacement of indigenous people has not been noticeable. This is attributed to the spatial characteristics of the presence of idle land along the beach, contributing to the separation of tourists' commercial districts and local residents' living areas, as well as demographic characteristics such as an aged population, a strong attachment to the hometown, and strong ties among residents. This study has significance in that it expands the spatial scope of tourism gentrification research to fishing villages and suggests implications considering regional characteristics.

이 연구는 도시와 다른 여건을 지닌 어촌 지역에서 발생하는 관광 젠트리피케이션의 전개 양상을 고찰하고 이에 대한 지역 주민의 태도를 분석해 그 특징을 규명하는 것을 목적으로 한다. 강원특별자치도 양양군 인구･죽도 해변 일대를 연구대상지로 선정하여 통계자료 분석, 경관 분석, 지역주민 심층 인터뷰 등을 실시했다. 연구 결과, 인구･죽도 해변 일대는 관광객 유입이 증가하면서 외부에서 유입된 자본을 통한 상업시설이 증가하고, 지가가 상승했으며, 주민의 생활환경이 악화하는 등 관광 젠트리피케이션의 주요 현상이 나타나고 있음을 확인했다. 한편, 도시에서 벌어지는 일반적인 관광 젠트리피케이션과 구별되는 특징도 발견할 수 있었다. 첫째, 자유로움과 개성이 강한 서핑 문화로 인해 도시의 젠트리피케이션 문제로 지적되는 경관의 획일화 및 몰개성화가 도드라지지 않았다. 둘째, 관광객 문화와 거주민 문화 사이의 큰 차이로 주민들은 불편을 넘어 문화충격을 경험하는 것으로 나타났다. 하지만 마을 관광보다는 레저스포츠 활동이 주목적인 서핑 관광의 특성과 해양관광의 계절성은 관광객이 주민에게 직접적으로 미치는 악영향을 시공간적으로 제한했다. 셋째, 원주민 내몰림이 거의 발생하지 않았으며, 이는 관광객 상권이 해변 유휴부지에 형성되어 지역주민의 생활권과 분리된 공간적 특성과 나이(고령), 고향에 대한 높은 장소애착, 이웃 간 깊은 유대관계 등과 같은 주민의 인구학적 특성에서 기인한 것으로 드러났다. 이 연구는 어촌 지역으로 관광 젠트리피케이션 연구의 공간적 범위를 확장하고, 지역적 특징을 고려한 시사점을 제시하였다는 점에서 의의를 지닌다.
