Juxtaposed Cities: The Coexistence of Gentrification and Anti-gentrification Policies - The Case of Seongsu-dong, Seongdong-gu, Seoul -

혼재된 도시: 젠트리피케이션과 안티젠트리피케이션 정책의 공존 -서울시 성동구 성수동의 사례로-

Abstract

Local governments have been actively adopting gentrification as a means of neoliberal urbanization in urban planning and development strategies. However, the perception that gentrification causes the city to decline is leading to interest in anti-gentrification policies. The purpose of this study is to analyze how Seongdong-gu's anti-gentrification policies are being realized in a specific spatial context, which examines the possibility of transition to postneoliberal urbanization into a recent urban exploration in real urban space. The targets of the anti-gentrification policies revealed in Seongsu-dong are designated according to the implementation of urban regeneration policies and post-industrialization policies, not whether it is “displacement of indigenous people” and “local identity.” Although anti-gentrification policies have the effect of protecting some indigenous people from displacement, it exposes the limitation that the anti-gentrification targets are limited to “commercial space” and “commercial landlord-tenant.” In other words, the appearance of anti-gentrification policies can be understood through context in a concrete urban space, and the mixed or Juxtaposed city appearing in Seongsu-dong is the background and result of policies.

지방정부는 신자유주의 도시화의 수단으로 젠트리피케이션을 도시계획 및 도시개발전략에 적극적으로 채택해왔다. 그러나 최근 젠트리피케이션이 오히려 도시를 쇠퇴하게 만든다는 인식이 안티젠트리피케이션 정책에 대한 관심으로 이어지고 있다. 본 연구의 목적은 성동구의 안티젠트리피케이션 정책이 구체적인 공간적 맥락 속에서 어떻게 실현되고 있는지 분석하는 것으로, 이는 탈신자유주의 도시화로의 전환 가능성에 대한 최근의 이론적 탐색을 실제 도시공간에서 살펴보는 것이다. 성수동에서 드러난 안티젠트리피케이션 정책의 대상지 및 대상자는 ‘원주민의 축출’과 ‘지역정체성의 상실’의 여부가 아닌 도시재생정책, 탈산업화 정책 수행에 따라 지정되고 있다. 이러한 안티젠트리피케이션 정책은 일부의 원주민을 보호하는 효과를 보이고도 있지만 안티젠트리피케이션 대상을 ‘상업공간’과 ‘상가 임대인-임차인’에 한정하고 있다는 한계를 노출하고 있다. 즉, 안티젠트리피케이션 정책의 모습은 구체적인 도시 공간 속에서 맥락을 통해 이해될 수 있으며, 성수동에서 나타나는 혼재된 도시의 모습은 이러한 정책의 배경이며 동시에 결과물이다.
