Abstract

The Kaesong Industrial Complex continued to have problems due to "difference" because of the spatial situation in which actors had to live together in the confrontation between the two Koreas, and it was essential to reach agreement through conflict and build trust through spatial integration. The Kaesong Industrial District Management Committee was established to solve these problems in the Kaesong Industrial Complex, and it was confirmed that it faithfully played a cooperative role in establishing an internal and external network and communication system. Due to the management committee's cooperative governance role, a unique inter-Korean integrated experience system was formed in the Kaesong Industrial Complex, allowing actors from the two Koreas to increase their freedom of activities while securing a "trust." This study not only provides important clues to reducing trial and error and soft landing in all cooperation processes where the two Koreas will live together in the same space in the future, but also provides considerable implications for how to achieve social/cultural integration in confrontational and conflicting situations.

개성공단은 남북 간 대립체제에서 남북이 함께 생활해야 하는 공간적 상황이 갑자기 벌어졌기 때문에 ‘서로 다름’으로 인해 문제가 계속 발생하였다. 따라서 남북이 이러한 다름을 극복하고 공간 통합을 이루기 위해서는 갈등적 상호작용을 통해 합의에 이르고 이를 통해 신뢰를 형성하는 것이 필수적이었다. 개성공단에서의 이러한 문제 해결을 위해서 창설된 개성공업지구관리위원회는 책임 있고 연속성 있는 기관으로서 내외부 네트워크와 소통체계를 구축하고 남북 합의를 주도하고 제도화하여 신뢰를 구축할 수 있는 제도적인 장을 형성하는 협력적 역할을 충실하게 이행하였음이 확인되었다. 관리위원회의 협력적 거버넌스 역할로 개성공단에는 남북통합경험시스템이 형성되었고 이를 통해서 남북은 ‘신뢰구간’을 확보하면서 활동의 자유도를 늘려나갈 수 있었다. 이 연구는 추후 남북이 함께 같은 공간에서 생활하게 되는 협력 과정에서 시행착오를 줄이고 연착륙하는데 중요한 단서를 제공하고 있을 뿐만 아니라 집단 간 대립적이고 갈등적인 상황에서 사회/문화적 통합을 이루는 방법에 대해서도 적지 않은 시사점을 제공한다.
