A Study on Disaster Management for Strengthening of Disaster Resilience in Jeju

Abstract

Urban is positive in terms of creating a dynamic urban environment such as industrial development and infrastructure expansion. While urbanization has been processed, various problems may arise such as lack of resources, increased crime rate, and environmental pollution. In addition to urban problems, climate change affects large-scale and complex disasters in cities. This leads to a demand for strengthening the safety system and disaster management system in the city. This study focused on strengthening the city’s safety system and disaster management system, and considered ways to respond appropriately to disasters and to strenghten resilience in vulnerable situations. Previous studies on disaster and resilience were analyzed, and geographic terms of disaster-related resilience were defined (operation of definition). Considering the disaster resilience components of Jeju Island as an example, the problems of the existing disaster management system were identified, and smart disaster management measures were considered. In order to acquire disaster response capabilities, we discussed ways to reduce disasters through understanding and capacity building in local communities.

도시 인구의 증가에 따라 도시는 활성화되고 사회, 경제, 정치 및 문화 등 다양한 기능이 도시에서 발전되며 성장하고 있다. 도시는 기반시설 집중 및 산업 발달 등 다채롭고 역동적인 도시환경을 조성한다는 측면에서 긍정적이나, 그 이면에는 범죄율 증가, 각종 기반시설 쇠퇴와 자원 부족 현상, 환경오염 등 도시 문제를 야기하기도 한다. 이러한 문제와 더불어 기후변화 현상은 재난의 대형 및 복합화에 영향을 미치며, 영향이 심화될수록 재난의 피해 규모도 커질 것으로 예측하고 있다. 이는 시민들이 도시에서 안전 시스템 및 안전 서비스 수준 향상 등 보다 적극적인 방법의 재난관리 체계 구축에 대한 요구로 이어지고 있다. 이에 재난 상황 시에 적절한 대응 및 적응 능력을 중요시하는 재난 리질리언스(Disaster Resilience) 측면에서 재난관리에 접근하는 시도가 증가하고 있다. 또한 스마트시티(Smart City)의 스마트 재난관리의 개념을 더하여 보다 효과적인 재난관리 체계를 구축하려는 시도도 있다. 본 연구는 대형화 및 복합화되며 예측할 수 없는 재난으로 인해 발생하는 도시의 안전 문제를 최소화를 위해 이에 재난관리의 과정에서 재난 리질리언스의 관점을 적용하여 지역사회의 역량을 강화할 수 있는 방법을 제시하는 것을 목적으로 한다. 재난관리, 재난 리질리언스 및 스마트 재난관리의 개념을 정리하고, 국외의 재난 리질리언스 구성요소, 지표와 사례를 분석하여 구성요소의 내용과 방향을 분석하고 재난 리질리언스의 강화 방안에 적용할 수 있는지 판단하기로 한다. 각 지역사회마다의 역량 및 특징에 차이가 있으므로 효과적인 목적 달성을 위해 대상지를 선정하여 분석하고 지역에 맞는 강화 방안을 제시하였다. 대상지 분석 방법은 통계 자료와 문헌을 활용하였으며, 이를 통해 대상지의 재난 및 재난관리의 시사점과 문제점을 도출하였다.
