The purpose of this study is to suggest a strategy based on mechanism, operation of exchange regions, and the characteristics and problems of agricultural education and experimental activities within affiliated population between Seoul and other cities/counties. As a case study, a three-year-long urban-rural exchange project hosted by Seoul Agricultural Technology Center was analyzed. As a result, findings and suggestions were made as follow: The greatest part of the affiliated population has chosen Gapyeong county for the exchange programs due to geographical proximity and the agreement of friendship exchange. The main activities have been touring attractions, exhibitions and memorial halls, watching festivals, participating in food/beverage processing and tasting, collecting favorite foods, and picking fruits. These activities have been limited to certain farms. The activities should be performed by villages. However, young population needs to move to these rural areas. It is not feasible to find active leaders in older population. To enable the new frame of experimental activities and cooperation in urban-rural exchange programs to be functional, it is necessary to find thoughts and needs in both regions, then find regulators, facilitators, and/or promotors. Finally, both exchanging parties need to build trust through cooperation.
